Head to Le Panorama on the 7th floor of Pakse Hotel. It opens at 16:30, so you will have plenty of time to get a table and enjoy the view over the town and the Mekong as the lights come on.

End the night with dinner at Dornsokdee Restaurant. Try the Sin Daat, a shared Lao BBQ that is perfect for a relaxed evening meal.
Local tip
Le Panorama is the only rooftop restaurant in Pakse and the views are the highlight. Book ahead if possible, as it can get busy.
